The Public Procurement and Disposal of Assets Authority (PPDAA), led by its Chairperson Hon. Ayii Bol Akol, met with the World Bank Procurement Implementation Support Mission at Delila Hotel, ahead of the Business Community Outreach Seminar held later in the afternoon at the same venue.
The World Bank team was led by Ms. Elmas Arisoy, Regional Procurement Manager for the East Africa Region, accompanied by Mr. Arun Kumar Kolsure, Procurement Team Leader for Ethiopia, Eritrea, Sudan, and South Sudan (based in Addis Ababa); Mr. Ocheng Kenneth Kaunda Odek, Senior Procurement Specialist; and Ms. Poni Rose Busi, Procurement Specialist, both based in South Sudan.
The meeting formed part of the World Bank Procurement Implementation Support Mission (November 5–7, 2025), whose objectives were to review progress in public procurement reforms, update Task Teams and Project Implementation Units on recent changes in the Bank’s procurement regulations, and participate in the Business Community Outreach Workshop.
PPDAA’s delegation included Hon. Deng Akuei Kak, Executive Director; Hon. Newton C. W. Waniba, Hon. Moses Majok Gatluak, and Hon. Rogato Kusang Ohide (Board Members); Mr. Ajang Deng Daniel, Director of Performance Monitoring and Audit; Mr. Pitia John Michael, Director of Capacity Building and Advisory Services; and Eng. Dr. Ramadhan S. Mlinga, Technical Advisor on Procurement.
During the meeting, Mr. Ajang Deng presented the Authority’s key achievements since its establishment in February 2023, while Dr. Mlinga demonstrated PPDAA’s digital platforms — including the official website, tender portal, and online providers registration system — showcasing the Authority’s commitment to transparency through the disclosure of vital procurement information.
As shown in the photo taken during the meeting, Ms. Elmas Arisoy, the Regional Procurement Manager for the East Africa Region, delivered her remarks commending PPDAA for its remarkable progress in establishing a strong foundation for a transparent and accountable procurement system. She urged the Authority to translate this progress into measurable results through improved compliance by Ministries, Departments, and Agencies (MDAs). The World Bank team further recommended that PPDAA conduct a study assessing how Procuring Entities performed under the 2024/25 budget in line with the new procurement regime.
