Today, the Minister of Finance and Planning, Hon. Dr. Bak Barnaba Chol, formally received PPDAA’s Annual Performance Evaluation Report (APER) for the Financial year 2024/25. This report is published in accordance with the PPDA Act, 2018. The Ministry will ensure that it is submitted to the Transitional National Legislative Assembly (TNLA) to facilitate parliamentary oversight and strengthen accountability in public procurement.
During the handover ceremony at the Ministry of Finance and Planning, the Minister reaffirmed the Government’s unwavering support for PPDAA in implementing the Report’s recommendations, sustaining ongoing reforms, and enhancing discipline in the execution of the national budget.
The PPDAA’s acting Chairperson, Hon. Ayii Bol Akol, applauded the significant progress made by PPDAA since its establishment, noting the development of Regulations, Standard Bidding Documents, digital procurement tools, and the expansion of nationwide capacity-building programs.
However, Hon. Ayii cautioned that these reforms remain fragile without predictable Government financing and secure institutional accommodation. The Authority currently operates in a leased office funded by development partners such as the World Bank, a lease that will expire in November 2026.
Hon. Ayii reiterated that PPDAA is central to ensuring discipline in the national budget execution process, protecting value for money, and strengthening public financial accountability across the Government. He also confirmed that the 17th East African Procurement Forum has been postponed to April 2026, urging the Government to release funds early enough to allow proper planning and preparation.
Responding to the concerns raised by the PPDAA, the National Minister of Finance and Planning, Hon. Dr. Bak Barnaba Chol, pledged the Government’s full commitment to ensuring the sustainability of procurement reforms. He announced that PPDAA will receive predictable and timely financing beginning next financial year to reinforce its ability to deliver on its widening mandate.
The Minister further assured that transitional office accommodation will be secured well before November 2026, ensuring that the Authority’s operations continue smoothly as the African Development Bank–supported design and future construction of a permanent headquarters progresses.
The Minister emphasized that full compliance with the PPDA Act, 2018, and the PPDA Regulations, 2024, is mandatory for all Procuring Entities, and directed that such compliance must be achieved for the 2025/26 budget cycle.
Minister Bak stressed that procurement plans, tender notices, contract awards, and supplier engagement must strictly follow legal requirements, including publication on the national tender portal and use of the national supplier database, noting that non-compliance will attract sanctions as provided by law.
The Minister concluded by reaffirming the Government’s determination to ensure that South Sudan successfully hosts the 17th East African Procurement Forum in April 2026, positioning the country as a credible actor in regional procurement governance and signaling that national reforms are not only progressing but are irreversible.
