Today, 12 December 2025, seated around the table in the PPDAA Board Room, Members of the Board of the Public Procurement and Disposal of Assets Authority (PPDAA) convened for their 3rd Extra-Ordinary Meeting to review and deliberate on the Public Procurement and Disposal of Assets Manual.
During the meeting, Board Members examined the Manual in detail, drawing on their professional experience and the requirements of the Public Procurement and Disposal of Assets Act, 2018 and the Regulations, 2024. The Board emphasized that the Manual does not replace the Act or the Regulations, but rather complements them by translating the legal framework into clear, practical, and user-friendly guidance.
The Manual is designed to support Ministries, Departments and Agencies (MDAs), States, and Special Administrative Areas in planning, conducting, managing, and monitoring procurement and disposal of public assets. It outlines standardized procedures, defined roles and responsibilities, procurement and disposal methods, contract management practices, and accountability requirements to promote consistency and compliance across government.
The development and approval of the Manual form part of the ongoing procurement reforms being implemented under the Public Financial Management and Institutional Strengthening (PFMIS) Project, aimed at strengthening public financial management systems and improving transparency, efficiency, and value for money in public procurement.
Following thorough deliberations, the Board reached consensus and approved the Manual, marking a significant milestone in the reform of public procurement in South Sudan. The decision reflects the Board’s strong commitment to transparency, fairness, accountability, and the proper management of public resources.
Once issued, the Manual will serve as a key reference for Procuring Entities, procurement professionals, and stakeholders, supporting the consistent application of the law and contributing to improved service delivery and good governance across the country.
