Fifth Dissemination Workshop on the PPDA Act 2018, Regulations and Standard Bidding Documents and Guidelines to MDAs

Group Photo of participants who attended a five days workshop for MDAs (19th to 23rd August 2024) on Public Procurement and Disposal of Assets Act 2018, the Regulations, Standard Bidding Documents and Other Guidelines prepared by the Public Procurement and Disposal of Assets Authority (PPDAA). The Workshop attracted 44 participants from the following Ministries: General Education & Institution, Peace Building, Parliamentary Affairs, Roads & Bridges, Foreign Affairs & International Corporations, Defense & Veteran Affairs, Finance & Planning, Agriculture & Food Security, Presidential Affairs,  and Cabinet Affairs. Other participants came from Drug & Food Control Authority, South Sudan Anti-Corruption Commission, Relief & Rehabilitation Commission, South Sudan Electricity Corporation, Employee Justice Chamber and National Communications Authority. 

This is among a series of similar workshops carried out by the PPDAA to the MDAs under the Public Financial Management & Institutional Strengthening (PFMIS) Project being Implemented by the Ministry of Finance and Planning through a Grant by the World Bank. The first batch of workshops were carried out on 11th to 15th December 2023 and 22nd to 26th December 2023 at Imperial Plaza Hotel Juba and they attracted 45 participants each. Second batch of workshops were held from 22nd to 26th April 2024 and 6th to 10th May 2024 at Regency Hotel Juba, and they attracted 41 and 45 participants respectively. 

The workshops were intended to equip members of the already formed Procurement Committees with necessary procurement and disposal of assets knowledge to enable them to manage the procurement and disposal of Assets Process. The training was based on the Public Procurement and Disposal of Assets Act 2018, the Draft Public Procurement and Disposal of Assets Regulation 2024, and Procurement and Disposal Guidelines (including Standard Bidding Documents) issued by PPDAA.

The training was structured in Nine Modules as follows: Module 1: Introduction to Public Procurement and Disposal of Public Assets- General Principles and Practices; Module 2: Internal Setup of Public Bodies with Respect to Procurement and Disposal Functions; Module 3: Basic Principles of Procurement Planning; Module 4: Methods of Procurement-and Emergency Procurement  and Module 5: Procurement Process for Goods, Works and Non-Consultancy Services. Others are Module 6: Procurement of Consultancy Services, Module 7: Management of Procurement Contracts, Module 8: Monitoring of Procurement and Records Keeping and Module 9: Asset Management and their Disposal.
