A Landmark Step in Strengthening Procurement Oversight in South Sudan

Following the formal introduction of the Complaints Review Committee (CRC) during the Extraordinary Board Meeting held on 21 April 2026, members of the Committee, the Board of Directors, and the PPDAA Secretariat gathered for a group photograph—capturing a defining moment in the strengthening of public procurement governance in South Sudan.

The introduction of the CRC formed a key agenda item of the meeting and marks the operationalization of an independent administrative review mechanism established under the Public Procurement and Disposal of Assets Act, 2018. The Committee is mandated to review procurement-related complaints and ensure fairness, transparency, and accountability in procurement decisions .

The CRC was formally appointed by the Honourable Minister of Finance and Planning, Hon. Salvatore Garang Mabiordit, through an official Appointment Letter dated 9 April 2026 (Ref: RSS/MOFP/J/M/04/2026/005). The letter underscores the Government’s commitment to strengthening integrity in public procurement and entrusts the Committee with the responsibility of providing independent, impartial, and professional review of complaints arising from procurement processes .

The appointed members of the Complaints Review Committee are:

The Committee comprises a multi-disciplinary team drawn from procurement, legal, engineering, and business backgrounds—reflecting the requirements of the Act and reinforcing the credibility of its mandate.

The group photo taken after the introduction symbolizes more than a formal occasion; it represents the coming together of institutional leadership, oversight, and technical support structures committed to upholding integrity in public procurement. It marks the beginning of the CRC’s role in providing a credible, efficient, and independent mechanism for resolving procurement disputes.

As the CRC begins its work, supported administratively by the PPDAA Secretariat and operating within the broader governance framework of the Board, this milestone reflects South Sudan’s continued progress in strengthening transparency, accountability, and confidence in its public procurement system.
