The Enhancing Community Resilience and Local Governance Project Phase II (ECRP II), financed by the
World Bank and implemented by the Ministry of Finance and Planning together with the Local Government
Board (LGB), is conducted in partnership with the International Organization for Migration (IOM) across
12 counties.

The project aims to expand access to essential services, strengthen resilience to flooding,
and improve institutional capacity for local service delivery and disaster risk management. Under this
framework, several flood-related sub-projects in Rubkona County were prioritized and assessed through
