Executive Director Message

Over the past three years, the Republic of South Sudan has made commendable progress in establishing a credible, transparent, and rules-based public procurement and disposal of assets system. This reform journey was formally initiated on 17th February 2023, when His Excellency Salva Kiir Mayardit, President of the Republic of South Sudan, appointed the Board Members and the Executive Director of the Public Procurement and Disposal of Assets Authority (PPDAA).

The establishment of PPDAA, under the leadership of its Founding Executive Director, Hon. Deng Akuei Kak, is a clear demonstration of the Government’s commitment to prudent management of public financial resources, transparency, and accountability. It also reflects the Government’s resolve to implement Section 4.6.1 of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS, 2018).

Since its establishment, PPDAA has registered important institutional, regulatory, and operational milestones. Notably, the Public Procurement and Disposal of Assets Regulations were approved and formally issued by the Minister of Finance and Planning on 17th October 2024. This was followed by the Board’s approval of ten (10) Standard Bidding Documents for Goods, Works, Consultancy, and Non-Consultancy Services, thereby completing the core legal and regulatory framework governing public procurement and disposal of assets in South Sudan.

To strengthen uniform application of the legal framework, the Authority developed the Public Procurement and Disposal of Assets Manual (PPDAM), which provides practical, step-by-step operational guidance to Procuring Entities. The PPDAM was approved by the Board on 12th  December 2025 and serves as a key instrument for enhancing compliance, professionalism, and consistency in procurement practice across Government.

In furtherance of its oversight and accountability mandate, PPDAA prepared its inaugural Annual Procurement Performance Evaluation Report (APER) for FY 2024/25. Given the Authority’s formative stage, this first APER primarily documents the institutional journey of establishing the national public procurement and disposal of assets system, including the legal, regulatory, organizational, and operational foundations put in place under the leadership of the Founding Executive Director. The report therefore serves as a baseline institutional reference to inform and guide future, more performance-focused APERs. The APER was formally handed over to the Minister of Finance and Planning on 18th December 2025 and is now available on this website.

The launch of this website represents another important milestone in operationalizing the national procurement system. In line with its statutory mandate, PPDAA is required to disseminate procurement information, regulatory instruments, guidance materials, and key reports to Procuring Entities, Service Providers, and the general public. This platform also serves as a single national portal through which Procuring Entities will publish procurement and disposal opportunities and announce contract awards, including those under externally financed projects and programmes.

Following the departure of the Founding Executive Director, Hon. Deng Akuei Kak, I wish to assure all stakeholders—Government institutions, development partners, the private sector, and the general public—that PPDAA’s operations remain fully functional and uninterrupted. The Authority continues to operate under the strategic oversight of its Board, within an established legal and regulatory framework, supported by approved manuals, systems, and a capable professional Secretariat. Ongoing reforms, regulatory oversight, and service delivery will therefore continue without disruption.
